    SWAN VALLEY - Missoula County informed Applied Communications Planner Bob Horne and the Swan Valley Community Council (SVCC) that after Horne’s contract for Task 1, writing the first draft, on the Swan Valley Regional Plan was complete Dec. 31, that they would not continue funding him for the three additional tasks.     MISSOULA – Recent snowfall has allowed the Missoula Snowgoers and Seeley Lake Driftriders to begin grooming the snowmobile trail system in the Lolo Pass area and on the Seeley Lake, Missoula and Powell Ranger Districts. The West Central Montana Avalanche Center has also begun issuing advisories.     District Administrator Lynn Richards announced at the Seeley Lake Fire Board meeting Dec. 15 that Missoula County is now accepting applications for one position on the board that will be voted on in the May 3 election.     HELENA – The Montana Department of Transportation (MDT) and its law enforcement partners are reminding the public that minimum fines for driving under the influence (DUI) convictions doubled in 2015.
